Commission President Ursula von der Leyen, in a letter to the 27 member states ahead of the EU summit, launches the “Pact Against Gold-Plating,” aimed at countering the tendency of individual member states to impose additional regulatory burdens on a European directive. “A rule agreed upon at the European level cannot become more complex once it is transposed or implemented at the national level,” writes von der Leyen, who states that “when Member States transpose EU law, they should commit to ensuring transparency regarding any additions.” Second, “we must remove existing obstacles and take responsibility for the results,” she adds.
