Alley Mills is returning to General Hospital as Heather Webber, nearly two years after her last appearance in Port Charles, TV Insider can report exclusively.
Mills is the fourth actress to play Heather, who was introduced in 1976 by Georganne LaPiere, Cher‘s half-sister. LaPiere departed after a year, and Mary O’Brien took over the role from 1977-1979. Robin Mattson assumed the part in 1980, becoming the actress most closely associated with Heather. Mattson last appeared in 2016.
Mills, known to TV audiences as Norma Arnold on The Wonder Years and for her two-decade run as Pam Douglas on The Bold and the Beautiful, first joined the GH cast in October 2022. She won Daytime Emmys in 2023 and 2025 for the role, as Outstanding Guest Performance in a Daytime Drama Series. Viewers last saw Heather on October 28, 2024, when she left town to start a new life with her son, Steven Webber (Scott Reeves).
Heather has a long and complicated history in Port Charles. In her first big story, Heather got involved with Jeff Webber (Richard Dean Anderson) and became pregnant with his child. When Jeff refused to leave Monica Webber (Leslie Charleson), Heather sold their baby to nurse Diana Taylor (Brooke Bundy), who named him P.J., and then told Jeff she had miscarried. After Jeff married Heather, she became P.J.’s nanny so she could remain close to her son.

A second pregnancy ended in miscarriage, prompting Heather to set her sights on getting P.J. back. She tried to drive Diana insane with LSD, only to accidentally take the drug herself and land in a sanitarium. Later, she faked another breakdown to get recommitted, giving herself an alibi while plotting to kill Diana and frame Jeff’s new love, Anne Logan (Susan Pratt). The twist? Heather wasn’t Diana’s killer after all — it was her mother, Alice Grant (Lieux Dressler).
Heather’s subsequent attempts at rehabilitation were equally rocky. After making progress with Dr. Seymour Katz (Jordan Charney), she arranged for another patient to shoot him, though she later convinced Dr. Gail Baldwin (Susan Brown) that she was cured. She also became involved with Scotty Baldwin (Kin Shriner), and the two plotted to use Heather’s cousin Susan Moore (Gail Ramsey) to get their hands on the Quartermaine fortune. When that plan failed, Heather left Port Charles for Colorado, where Jeff had moved with their son.
Heather returned in 2004 and schemed her way into the Quartermaine family by marrying Edward Quartermaine, only to wind up back in Ferncliff after Luke Spencer (Anthony Geary) exposed her crimes. When she resurfaced in 2012, she became entangled in the lives of Jason Morgan (Steve Burton) and Sam Morgan’s (Kelly Monaco), tampering with their baby’s paternity results and switching their newborn with Téa Delgado’s (Florencia Lozano) stillborn child. She also revealed that Franco (Roger Howarth) was actually her son with Scott Baldwin and continued leaving a trail of kidnappings, attempted murders, and escapes in her wake before being locked away once more.
In 2022, Heather came back again, with Mills now in the role. Another major revelation about her past emerged: She and serial killer Ryan Chamberlain (Jon Lindstrom) were the biological parents of Esme Prince (Avery Kristen Pohl). Heather was also exposed as The Hook, the killer who had been terrorizing Port Charles while secretly escaping from Spring Ridge Correctional Center to carry out her crimes. After she, Ryan, and Esme broke out together, Heather was captured, while Ryan was killed and a pregnant Esme eventually returned to Port Charles. Heather was later devastated when Esme was presumed dead along with Spencer Cassadine (Nicholas Alexander Chavez) after the pair went overboard in France.

Heather’s story then took an unexpected turn when doctors discovered she was suffering from cobalt poisoning caused by a faulty hip replacement. Because the condition can produce neurological and psychological symptoms, questions arose about whether it had contributed to Heather’s increasingly violent behavior. Following surgery to remove the faulty hip replacement, she began behaving more rationally, raising the possibility that she might not be legally responsible for some of the crimes she committed while ill.
Heather’s conviction was ultimately overturned, and she was released from Pentonville Penitentiary. Steven returned to Port Charles, and, at Curtis Ashford’s (Donnell Turner) urging, agreed to take his mother out of town.
“We’re thrilled to have Alley Mills back as Heather,” executive producer Frank Valentini tells TV Insider exclusively. “There’s never a dull moment when Heather Webber is in Port Charles, and Alley is ready to stir up some trouble!”
Mills will first air again on Thursday, November 5.
